Miramar City Manager praised with paycheck perk
MIRAMAR--
In a vote of confidence, the City Commission raised City Manager Bob Payton's salary to $145,000, and agreed to evaluate him annually instead of every six months.The commission agreed that if he is ever dismissed, he would get a year's
salary and benefits. Members also agreed to let him teach and work as a
consultant during his free time, something he refrained from doing in previous
contracts to avoid the appearance of a conflict of interest.
His consultant work would focus on family communication, something not directly
related to city business, he said.
Payton has worked for the city for more than 25 years and rose through the
ranks, doing everything from handling garbage disposal to overseeing parks to
running the city. He became interim city manager in April 2001 and landed the
job permanently three months later.
He also is chairman of the Broward County City Managers Association.
Under his leadership, the city has maintained a Mediterranean architecture
style, developed a plan to upgrade the eastern corridor and secured construction
of the Town Center. Commissioners also credit him with attracting a myriad of
companies into the city.
"His open door policy is amazing," commissioner Marjorie Conlan said.
While several commissioners said they don't always see eye to eye with him, they
highlighted his ability to communicate and reach consensus.
"I particularly like sparring with you because it keeps me on my
toes," Mayor Lori Moseley said. "There is a difference in our roles,
but you do it in a way where it's all a team."
Payton said that following the commission's previous recommendations, he has
tried to increase his participation countywide.
"I'm as visible as I can possibly be," Payton said. "The only
thing I need to do is go to Tallahassee."
